The bill is being held up by moderate Democratic in the senate.

Speaker of the House Nancy Pelosi was caught on camera nearly yelling into a cellphone. The video was taken at the annual congressional baseball game, in which Democrats and Republicans face off in America’s favorite pastime.
The video shows Pelosi sitting in the bleachers having an intense conversation with someone on the other end.
Some have speculated that she was trying to nail down votes for the massive spending bill put forward by President Joe Biden's administration.
The $3.5 trillion reconciliation bill and the $1.5 trillion infrastructure bill have been held up by moderate Democrats who don't want to blow the spending deficit out. Democrat members in the House are holding up the infrastructure bill until moderate Democrats pass the $3.5 trillion bill.
